Vodka is a spirit drink produced from ethyl alcohol of agricultural origin. The minimum alcoholic strength by volume of vodka shall be 37.5%.

Vodmax is a spirit drink produced from ethyl alcohol of agricultural origin. The alcoholic strength by volume of Vodmax is 22%.  Therefore Vodmax, by definition is not vodka.  Same ingredients, less alcohol.
